Step 1: Make the dough. In a food processor, pulse the flour, sugar, salt, and cold butter a few seconds, until crumbly. Add ice water one tablespoon at a time, pulsing just until the dough begins to come together — you should still see small pieces of butter. Those butter bits are what create flaky layers.

Step 2: Chill it. Turn the dough out, shape it into a disk with your hands, wrap in plastic, and refrigerate until cold and firm.
